Leading this critical effort is the Regulatory Affairs team. As part of this team, Sergio Marquez, Senior Director for Spectrum and Satellite Coordination, contributes his expertise and passion to drive solutions in the world of regulatory affairs.

 

Sergio's journey to EchoStar is rooted in nearly two decades of experience in radio communication and telecom regulation. Through global connections, he was invited to join EchoStar in 2021, bringing with him a Master's in Telecommunications Regulation and a strong technical background in radio monitoring. This blend of legal and technical acumen forms the bedrock of his expertise, providing a deep understanding of radio and satellite communications.

 

The Regulatory Affairs team, though compact with four members focused on diverse issues, operates at the center of technology and law. Unlike government affairs, which often focuses on direct authority relations, regulatory work is about the rules themselves. "You have regulations, you have laws, and then you have the technical details, and you blend it together," Sergio explains. This intricate blend defines the regulatory adjustments that his team manages daily.

Cross-functional collaboration is paramount in the satellite and spectrum regulatory work. Sergio views internal engineering teams as "clients," with whom he maintains constant communication to understand satellite operations. This close partnership enables him to negotiate optimal technical and regulatory conditions with external operators globally. Their work extends to influential international bodies like the International Telecommunication Union (ITU) and regional organizations such as the Inter-American Telecommunications Commissions. Their mission is to ensure that we are aligning our strategic objectives with the constantly evolving global and regional rules, making their work integral to our long-term vision.

 

The Regulatory Affairs team proactively engages with different teams across the company. As Sergio puts it, “regulatory efforts are constantly striving to keep pace with rapid technological advancements, often playing catch-up.” Sergio's team is not merely reactive; they proactively propose new rules that support innovation. This requires seamless communication not only with engineering and executive teams, but also with sales teams. It's a dynamic role that involves both influencing policy and ensuring internal compliance across a diverse range of stakeholders.

 

When reflecting on the projects that define his role, Sergio candidly admits to experiencing both enjoyment and significant challenges. Satellite coordination negotiations, for instance, can be incredibly detailed, often spanning years. He recounted “successfully concluding a multi-year negotiation with a major operator” last year, a testament to the perseverance required in this field.

Another monumental aspect of his work involves the World Radiocommunication Conferences (WRC) held by the ITU every four years. Decisions made at these conferences are enshrined in the Radio Regulations, which Sergio calls the "Bible for radio communications.” These regulations significantly impact our operations for years, and Sergio is actively engaged in projects related to the upcoming 2027 WRC, shaping the future of global spectrum use. Simultaneously, his team manages domestic procedures with the Federal Communications Commission (FCC) in the US, showcasing the vast scope of their responsibilities. Despite being a small team, their collective effort ensures comprehensive coverage of these critical areas.

The culture within Hughes, particularly as part of the broader EchoStar portfolio of brands, is characterized by its cross-functional collaboration. Sergio highlights the presence of colleagues from "all over the world," providing a "360-kind of panorama" and enriching perspectives. While much of the focus is on the highly complex and exciting technological advancements in satellite communication—a field where Hughes is a global leader—Hughes also fosters a sense of community through campus events.

Sergio's leadership philosophy centers on communication and collaboration. While he doesn't directly manage a team, he acts as a mentor, particularly for newer and younger colleagues. He shared an example of dedicating time to explain the basics of satellite communications and regulatory issues to two colleagues in different areas. His goal is to help colleagues "understand the business," believing that a shared understanding empowers better performance. This commitment to breaking down silos through open communication ensures that everyone, regardless of their direct function, grasps the broader mission.

He points to EchoStar's unique position as not just a satellite company, but also a provider of a variety of solutions, including entertainment (DISH TV and Sling TV) and the only cloud native 5G wireless provider in the US (Boost Mobile). This presents challenges but also exciting opportunities, particularly from a regulatory perspective, where balancing the needs of the various operations is crucial.

 

Sergio also underscores the vital, yet invisible, element of their work: spectrum. He describes it as "the lifeblood for all radio communication matters," the unseen force—radio frequencies—that enables all communications. His team is deeply involved in regulating this fundamental resource globally and domestically.
